To delete a provision of state Certificate of Need (CON) law that prohibits a Detroit hospital from transferring more than 35% of its licensed beds to another hospital more than once. This law requires prospective hospitals, clinics and other potential medical care providers and facilities get permission from a commission comprised of industry incumbents before a potential new entrant can open a new clinic or hospital.
