To require state Medicaid officials to establish that a person in a nursing facility is eligible for Medicaid within a prescribed period of time, add department resources for accomplishing this, and authorize $3 million to pay nursing home for accommodating an individual who is not eligible until his or her assets fall below allowable amounts.
