To create a new government “propane commission” comprised of specified officials and political appointees, with the power to impose a "marketing assessment" between 1/10 and 1/2 of one cent per gallon on retail propane sellers, if a majority of firms in the business vote for this. The mission of this new government entity would be to provide incentive programs including rebates for consumers to buy more efficient appliances.
