To allow the state Department of Natural Resources to become a National Trails System “sponsor” for purposes taking over unused railroad right-of-ways for rails to trails projects, or paths along operating rail lines. The DNR would assume full responsibility for liability, for which the railroad would have to pay fair compensation, as spelled out in a mutual agreement between them.
