To establish that any provision of a state statute that explicitly allows the state auditor general to access records may not be used to interpret other statutes that don't explicitly allow access as preventing the auditor general from accessing records. In other words, if a law is silent on the AG office's access to records, it doesn’t mean the AG office doesn’t have the authority to access those records.
