To clarify and expand the ability of a Legislative Corrections Ombudsman to initiate investigations, interview individuals and access certain portions of a prison during an emergency, such as a riot. The bill would also exempt from disclosure under the state open records law a record of the Ombudsman, its report or recommendations, and information it obtains.
