To exclude motorized wheelchairs and other power-driven mobility devices used by disabled individuals from the definition of “vehicle” in laws that impose road taxes, regulations and insurance mandates on vehicle owners; and include disabled individuals using wheelchairs or other mobility devices in the definition of “pedestrians” in traffic safety laws.
