To postpone for one year the Jan. 1, 2011 effective date of a <A href="http://www.michiganvotes.org/2009-SB-1037">2010 law</A> that will impose licensure, regulation, training, apprenticeship, testing requirements, working capital and bonding requirements, annual license fees and more on professional employer organizations (PEOs), which are companies that "lease" employees to other firms on a long term basis but remain the employer of record for purposes of paying payroll taxes.
