To expand to Huron, Tuscola, Sanilac, St. Clair, Saginaw, Gratiot and Montcalm Counties the <a href="http://www.michiganvotes.org/2007-HB-4323">2008 law</a> that allowed some counties in the northern part of the state to allow off road vehicles (ORVs) to be driven on the shoulders of designated streets and roads.
