To mandate licensure instead of registration for landscape architects, require a “demonstration of professional competence” to renew a license, and provide an exception to the mandate to allow a person without a license to perform or offer services as a landscape designer, landscape gardener, landscape contractor, or landscape nursery operator as long as that person does not use the term "landscape architect”.
