To add to the recordkeeping requirements of secondhand and junk dealers, mandating that they keep a copy of the drivers license or state ID card of anyone they purchase items from. Also, to increase the penalties for a dealer who knowingly buys stolen scrap metal, from three years to five years in prison, and from a $2,000 fine to a $5,000 fine.
