To repeal the ability of counties to veto the creation of <a href="http://www.michiganvotes.org/2005-HB-4369">commercial redevelopment “districts”</a>, which make owners of certain commercial structures eligible for reduced property tax rates, and limit the requirement that property be "obsolete" in order to qualify for the tax break.
