To authorize penalties for a person who possesses, acquires, transports, or offers for sale relatively small quantities of untaxed cigarettes, cigarette papers, etc. The penalty would be up to 90 days in jail and a $1,000 fine for between 600 and 1,199 cigarettes, and a $100 civil fine for between 180 and 599 cigarettes. The bill also places in statue specific requirements for cigarette tax stamps and their makers.
