To require school districts that require high school students to perform mandatory “volunteer” service as a condition of graduation to allow a parent to appeal the school's interpretation of "community service" when there is a misunderstanding or disagreement about what kind of volunteer work would fulfill the requirement. However, the bill creates no requiement for the board to do anything but hear the appeal.
