To raise some of the maximum cash prizes allowed in the law authorizing charitable bingo games, ease some of the location frequency restrictions, and make various technical revisions updating this law. Also, to allow horse race tracks to contract with a charitable organization to hold a "millionaires party" at the track, where there are games associated with a gambling casino, such as Black Jack, roulette, etc.
