To extend for another year the Dec. 31, 2005 sunset of the “work first” provisions of the 1996 welfare reform law that ended the welfare’s status as an “entitlement.” This is the "back up plan" allowing the state to continue to provide welfare payments if legislation reauthorizing "work first" (Senate Bills 892 and 893) is vetoed. Gov. Jennifer Granholm did veto those bills on Dec. 27, because the legislature added a cumulative 48-month lifetime cap on cash welfare payments to able-bodied recipients (with some exceptions).
