To require the Detroit-Wayne County Community Mental Health Agency (DWCCMH) to be reorganized as an independent authority separate from Wayne County (and separate from the county's budget. The DWCCMH annually serves some 75,000 mentally ill and disabled people, and spends about $530 million, more than $500 million of which is state and federal Medicaid dollars.
