To require registers of deeds to register drain code easements granted before March 28, 1956 even if the easement did not comply with the act’s recording requirements, if the easement was accompanied by a drain commissioner’s affidavit affirming that to his or her best knowledge and belief the instrument is a drain easement, right of way, or release of damages granted prior to March 28, 1956.
