The House version of a Fiscal Year (FY) 2003-2004 Capital Outlay budget. (Note: Gov. Jennifer Granholm’s proposed a capital outlay budget in <a href="http://www.michiganvotes.org/2003-HB-4411">House Bill 4411 </a>.)This appropriates $571.0 million in adjusted gross spending. Of this, $281.3 million will come from the General Fund (funded by actual state tax revenues). Most of the money is used to service the bonded indebtedness on earlier state construction projects. Some $200 million is for airport safety and protection, and $148 million of this is federal money.
