To require hospitals that need to transfer a non-emergency patient by ambulance to make it a wheeled vehicle, not a helicopter, unless the latter is medically necessary for the patient. The hospital would have to use a service that is covered by a patient's insurance if possible, and would be responsible for excess costs if this are related rules are not followed.
