To extend to government, college, and university employees who get health coverage from an entity contracted to provide, deliver, arrange, pay for, or reimburse health care services, the same ability to request a review by an independent external review organization to resolve disputes over covered benefits, as is provided to those covered by insuance companies under the "Patient's Right to Independent Review Act".
