To grant state purchasing contracts to bidders who are disabled veterans even if the veteran’s bid is up to 10 percent higher than the lowest bid. Also, to require the state to make an effort to award at least three percent of state purchasing contracts to disabled veterans, require the Department of Management and Budget to review this goal at least once a year and report to the legislature.
