To authorize a court to order a father to make child support payments only from the date a paternity claim is filed, unless he was avoiding the service of a paternity claim or was threatening violence against the mother to not file the paternity claim. Under current law retroactive payments can be ordered as far back as birth or six years. The bill is part of a legislative package comprised of House Bills 4768 to 4777.
