To establish a procedure for the filing and investigation of complaints that a school district has violated the law that requires them to give parents advance notice of sex education classes, and a chance to choose for their child to opt out of the classes. Parents with complaints would file them with the school district first, then if not satisfied with the response could appeal to the Intermediate School District (ISD), then if still unsatisfied could appeal to the state Department of Education. The bill also reduces the penalty for a school district that violates this provision, from a loss of five percent of its state aid, to just one percent, and this would be levied only at the end of the proposed appeal process.
