To require textbook publishers to provide college text books on literary subjects to colleges in a digital electronic format upon request, and for nonliterary subjects, in a format compatible with Braille translation software, if the technology was available. A publisher could not charge a higher price than for the print version of the textbook, even if the cost of production was higher.
