To delay until Nov. 15, 2003 the deadline for students to apply for a merit award scholarship in the 2003-2004 academic year, for only those students who were unable to apply earlier because of a delay by the state in reporting the 2002-2003 MEAP test scores. Under current law the deadline is September 15. The $2,500 awards go to students who do well on the state MEAP test, but the test scores for the 2002-2003 school year were not reported until September of 2003.
