To eliminate the governor's ability to suspend the sale of firearms and to issue orders or rules providing for the "control of the possession, sale, carrying and use of firearms, other dangerous weapons, and ammunition" during declared states of disaster or emergency. Also, to establish that when a state of disaster or emergency is declared, the governor does not have the authority to order the confiscation of lawfully possessed firearms.
