This appropriates $4.291 billion in gross spending, compared to the final FY 2003-2004 amount of $3.950 billion, which is an 8.7 percent increase. Of this, $1.109 billion will come from the general fund (funded by actual state tax revenues), compared to the final FY 2003-2004 amount of $1.101 million. Among other things, the budget adds $126.9 million in federal money to provide food stamps to unmarried adults.
