Whereas, Under United States Secretary of Homeland Security Kristi Noem’s leadership, the United States Department of Homeland Security’s Immigration and Customs Enforcement (ICE) operations have led to the death of at least two American citizens in Minnesota, along with the deaths of 32 people in their custody in 2025 alone. This made 2025 tied for the deadliest year for people detained by ICE since its first full year of operations in 2004; and
Whereas, An ICE agent killed Renee Nicole Good, a poet and mom of three, on January 7, 2026. Renee was exercising her First Amendment rights by observing ICE agents in her community. Video evidence clearly shows her trying to turn her wheel to drive away from ICE officers, then shows an ICE agent moving his phone from his right hand to his left hand, drawing his gun, and shooting her three or four times, including in her head. Renee Good’s last words to the ICE agent who murdered her were “I’m not mad at you,” and agents responded to her with derogatory profanity; and
Whereas, United States Border Patrol agents killed Alex Pretti, an intensive care unit nurse working for the Department of Veterans Affairs, on January 24, 2026. Alex was exercising both his First Amendment right to protest and record ICE agents and his Second Amendment right to lawfully carry a concealed firearm on his person. Video evidence clearly shows Alex trying to check on a woman who was shoved to the ground by agents, never once reaching for his weapon, but he was wrestled to the ground anyway, repeatedly hit in the face, disarmed, and then shot multiple times. Carrying a concealed firearm with the proper permit is not a crime, much less something that should warrant being extrajudicially killed; and
Whereas, All people, regardless of citizenship status, who are on American soil are entitled to the rights and protections of the United States Constitution. Peacefully exercising one’s First Amendment rights to follow, observe, record, and protest the unlawful actions being taken by ICE agents and one’s Second Amendment right to concealed carry a firearm with a permit are not crimes, as Secretary Noem should know. Further, engaging in the protest, observation, or recording of ICE agents does not render an individual a “domestic terrorist,” regardless of the labels applied to these individuals by Secretary Noem; and
Whereas, The tactics being used by ICE agents are unacceptable. ICE agents have been detaining children, including five-year-old asylum seeker Liam Conejo Ramos, who seems to have been used as bait in the agents’ attempts to detain other people and meet their assigned quota of arrests. ICE agents have also been using violence to spread terror in our communities, crashing into people’s cars, forcibly dragging them out of their cars and homes, shooting protesters and clergy members with pepper balls at point-blank range, deploying pepper spray and tear gas, going door-to-door investigating immigration cases, and detaining protesters and bystanders for hours on end, without criminal charges being filed. Furthermore, ICE agents’ refusal to unmask and identify themselves to members of the public, acting as an unaccountable, unidentifiable police force, further erodes community trust in federal, state, and local law enforcement; and
Whereas, Secretary Noem has demonstrated a lack of respect for the judiciary and Congress, disregarding their role as co-equal branches of government. She has blatantly defied court orders multiple times, most notably by illegally transporting people to a prison reminiscent of a concentration camp in El Salvador and then refusing to return them to the United States. Secretary Noem has also prevented members of Congress from doing their duty of oversight and entering into the facilities where ICE is keeping detainees, requiring seven days’ notice for congressional visits, in spite of federal law prohibiting annual appropriations from being used to block access by members of Congress; and
Whereas, Under Secretary Noem, the Department of Homeland Security has disrespected the people’s right to be free from government intrusion. The Department of Homeland Security has circulated a memo that explicitly tells ICE agents they can violate people’s Fourth Amendment rights by entering their homes without a judicial warrant, and agents at the Department have been arresting protesters and detaining citizens, undocumented people, asylum seekers, and lawful permanent residents, allegedly without due process, in violation of their Fifth Amendment rights. Additionally, one ICE agent explicitly told members of the public that they are collecting personal information for a database of protesters who they are calling “domestic terrorists.” These tactics, along with other alleged abuses of personal information from license plate databases, may be intimidating people into not exercising their constitutional rights; and
Whereas, It has been reported that the conditions inside of ICE detention camps and facilities are deplorable. Detainees are reportedly being sexually assaulted, served spoiled food, subjected to lights being on 24 hours a day, deprived of necessary healthcare, and, in the case of one person, asphyxiated to death by a guard at an ICE detention facility; and
Whereas, Secretary Noem’s leadership at the Department of Homeland Security shows a complete disregard for the sanctity of life, the United States Constitution, civil rights and liberties, and our nation’s founding principles; and
Whereas, Members of Congress have also recognized the severity of the situation, introducing House Resolution 996 to impeach Kristi Lynn Arnold Noem, Secretary of Homeland Security, for high crimes and misdemeanors; now, therefore, be it
Resolved by the House of Representatives, That we emphatically urge the United States House of Representatives to immediately adopt articles of impeachment against Secretary of Homeland Security Kristi Noem for abuses of power and violations of state and federal law; and be it further
Resolved, That we urge the United States Senate to convict Secretary of Homeland Security Kristi Noem and remove her from office; and be it further
Resolved, That copies of this resolution be transmitted to the Speaker of the United States House of Representatives, the Minority Leader of the United States House of Representatives, the Majority Leader of the United States Senate, the Minority Leader of the United States Senate, the Chair and Ranking Member of the United States House Committee on Homeland Security, the Chair and Ranking Member of the United States Senate Committee on Homeland Security and Governmental Affairs, the members of the Michigan congressional delegation, and the President of the United States.
