A bill to regulate certain cosmetic products; to require that certain manufacturers of cosmetic products give notice to consumers regarding chemicals contained in the cosmetic products; to prohibit certain manufacturers from manufacturing, selling, offering for sale or use, or distributing for sale or use cosmetic products that contain certain chemicals; to provide for the powers and duties of certain state and local officers and entities; and to prescribe civil sanctions.
