House Bills 5439 and 5440 support efforts to end homelessness in Michigan by establishing a dedicated fund within the Department of Treasury to finance the Michigan Coalition Against Homelessness and by updating income tax refund contribution options to create a Homeless Advocacy Fund while maintaining existing eligibility, processing, and legislative oversight requirements, contingent on related legislative enactment.
