To create a new government program to give subsidies to particular businesses selected by political appointees and certain state agency officials. This one would be called the “Michigan business development program.” It would essentially replace the Michigan Economic Growth Authority, and instead deliver some $100 million annually to selected firms in outright cash grants, rather than combinations of tax breaks and cash grants.
