Revise state land ownership cap

To require rental boats to get government inspections annually, except for non-motorized canoes, kayaks or rafts, which would be subject to inspection every three years. Under current law, all inspections are required annually. Note: The rental boat inspection changes were enacted in House Bill 5164, and the House used this bill instead as a "vehicle" to amend a recently passed cap on state land ownership (see Senate Bill 248).
