A bill to limit the use of chemical agents or kinetic energy projectiles as a mechanism to disperse an assembly, a protest, or a demonstration by law enforcement officers; to require law enforcement agencies to submit certain reports; and to provide for the powers and duties of certain state and local governmental officers and entities.
