A bill to require the registration of certain large-scale data centers; to regulate certain activities related to large-scale data centers; to require certain provisions in contracts for the construction of certain large-scale data centers; to provide for fees and other revenue and the disposition of those revenues; to provide for the powers and duties of certain state and local governmental officers and entities; to prescribe civil sanctions and provide remedies; to create the large-scale data center financial responsibility fund; and to provide for the promulgation of rules.
