Revise public notice posting

To establish new rules for local governments posting public notices on their websites, and require them to create lists of persons who want to receive public notices by email and send them new notices within 24 hours. Also, to require newspapers that publish notices (and are paid to do so) to maintain a hard-copy archive of past editions that contained a public notice. The bill does not repeal current requirements that local governments pay to post certain public notices in the local newspaper, if there is one.
