Revise ban on police ticket-writing bonuses

To revise details of a 2010 law that prohibits paying police on the basis of how many tickets they write, but allows consideration of ticket writing in general. However, it would allow ticket quotas if a federal grant requires it. This bill would still ban using the number of arrests or citations as criterion for the promotion, demotion, dismissal, or discipline of an officer, or for earning a bonus, but would explicitly allow using data on an officer’s arrests and citations as evidence of discriminatory practices.
