To amend the state's very detailed and prescriptive liquor control code to revise details of a provision that allows direct shipments of wine to consumers, and also permit direct shipments of liquor to consumers. The bill establishes licensure mandates, rules, restrictions, fees and more, and is opposed by incumbent industry interests within the state.
