Allow different driver license and voter registration addresses

To allow an individual to have a different address on their drivers license than the one at which they are registered to vote. The proposal is mainly directed at letting college students choose whether to vote at their home or school address, and versions of it have has been introduced by Democrats (and one Republican) more than 20 times since 2001.
