Authorize appeals of some life-without-parole sentences

To establish that an individual who was convicted of first degree murder under a felony-murder theory of prosecution before Nov. 24, 1980 and is serving a sentence of life without parole may file a motion for a new trial on grounds that the jury was not properly instructed about the prosecution's burden to prove the existence of malice beyond a reasonable doubt.
