Impose more rules on pawnbrokers and related

To revise details of the extensive regulatory regime imposed on pawnbrokers, secondhand dealers and precious metal and gem dealers. Among other things the bill would add additional license fees, and mandate that dealers post details of each pawned or purchased item within 48 hours in a database the State Police would have to create and maintain.
