Let bars and restaurants serve on their own patio without government permission

To establish that a bar that serves food or a restaurant that serves alcohol may serve alcoholic beverages in an outdoor service area without having to get permission from state liquor license regulators or local governments, if the business owns the area, it is clearly marked and is adjacent to the licensed premises.
