Revise liquor control code definition of "spirits"

To define “spirits” in the highly detailed and prescriptive state liquor control code as “a beverage that contains alcohol obtained by distillation, mixed with potable water or other substances, or both, in solution, and containing an alcoholic content of not more than 95% by volume. Spirits includes wine containing an alcoholic content of more than 21% by volume, except sacramental wine and mixed spirit drink”.
