Authorize additional spending in FY 2019-20 state budget

To authorize around $35 million to increase state school aid payments to charter schools by $240 per pupil. This money was in the 2019-20 fiscal year budget approved by the legislature in late September of 2019, but was removed by one of 147 line-item vetoes executed by Gov. Gretchen Whitmer, which struck $947 million from proposed spending. This line-item veto did apply to conventional public school districts, which are still eligible for this increase.
