Eliminate local dog license requirements

To eliminate state and local laws that require dog owners to get a license for their dog. Also, to prohibit an animal control officer or other person from killing a dog that is “in the act of pursuing, worrying, or wounding any livestock or poultry” if this is being done by a service dog.
