Revise service animal certification

To let an owner indicate on dog licenses whether the dog is a service animal, emotional support animal, or therapy animal. The owner would have to provide verification in the form of a certification that a 2015 law authorized (and that current House Bill 5281 and Senate Bill 663 would expand), and would be subject to criminal penalties for falsely claiming that a pet is a service animal.
