Require college free speech codes

To require state colleges and universities to adopt a policy on free expression that asserts students and faculty are “free to discuss anything…within the limits of reasonable viewpoint- and content-neutral restrictions on time, place, and manner of expression.” Also, to ban denying belief-based student organizations any benefits or privileges available to other student organizations, or mandating that they admit non-believers.
