Expand local jail inmate reimbursement authority

A <a href="http://www.michiganvotes.org/2005-SB-208">2006 law</a> allowed this for communities in Kent, Macomb, Oakland, and Wayne Counties. The bill would expand this to Genesee, Ingham and Washtenaw Counties.
