Establish regulations on embryo stem cell use

To require clinics providing in vitro fertilization services to disclose to patients that the procedures create extra embryos, describe the disposition options for those extras, and get the customer’s written consent on the form containing the disclosures. The bill would also impose government reporting requirements on the clinics, requiring details of the extra embryos and their disposition. The reports could not reveal personally identifying information about patients, subject to criminal penalties of up to one year in jail and a $5,000 fine.
