Restrict challenging voter residency based on foreclosure

To prohibit challenging a person’s eligibility to vote in a jurisdiction because he or she no longer lives there, if the challenge is based the person’s home being in foreclosure, unless there is additional supporting evidence proving that the elector does not meet residency requirements.
